White House Champions Open Source AI to Counter China

(This article should be read in light of the caveat that, as yet, no one knows what “open source AI” really means)

The White House has released its “America’s AI Action Plan,” a comprehensive strategy aimed at ensuring the United States leads the world in artificial intelligence. A key component of this plan is the promotion of open source and open weight AI models. This strategic shift is seen as a direct response to China’s growing influence in the open source AI community.

The new AI Action Plan emphasizes that the U.S. must not only develop the most powerful AI systems but also lead in their creative and transformative applications. The plan recognizes the geostrategic importance of open source models, which could become global standards in business and academic research. By encouraging AI model providers to make the underlying code and architecture of models freely available, the U.S. government aims to foster innovation, allowing startups and researchers to build upon existing technologies without being dependent on closed, proprietary systems.

This initiative comes as the U.S. faces increasing pressure from China, which has embraced open source AI to its advantage. Chinese tech companies and developers are becoming more active contributors in global open source communities, and their AI models have recently topped global rankings. This has allowed the Chinese to make significant strides in the AI race, creating a vibrant ecosystem of AI applications and challenging the dominance of American tech giants.

The U.S. plan outlines several actions to bolster the open source AI ecosystem. These include improving access to large-scale computing power for startups and academics, and partnering with leading technology companies to provide resources through the National AI Research Resource (NAIRR) pilot. The plan also directs the National Telecommunications and Information Administration (NTIA) to convene stakeholders to drive the adoption of open source models by small and medium-sized businesses.

By prioritizing open source AI, the federal government is not only aiming to accelerate innovation but also to create new opportunities for entrepreneurs specializing in AI and AI-related technologies. This approach is intended to increase access to cutting-edge AI, fostering a more competitive and robust domestic AI industry that can effectively compete with China on the global stage.
